Patrick I appreciate what you are saying but disagree with the semantics. You are correct in assuming that I meant it in its lowest of forms. i.e. the establishment of layer upon layer of little people grasping at their moment of power. This is a normal and common definition of how most of us feel about bureaucracy. A system of controls, priorities and delegation of action to create a positive effect is not what I was referring too. The items that you are using as an example are not a bureaucracy they are components of infrastructure.
